How to choose HR & payroll software

Payroll software is a compliance system that also pays people. This guide sequences the decision so the compliance part is settled before the features part begins.

Guide Updated October 2026

1. Count heads, entities and countries first

These three numbers determine your tier more than any feature. One UK entity with ten staff is a different problem from three entities with two hundred. Be honest about the 24-month picture: graduating payroll platforms mid-growth is painful, but over-buying enterprise tooling at ten heads is worse.

2. Verify UK compliance credentials explicitly

HMRC recognition, RTI filing, auto-enrolment pension integration, and statutory payments handling are the non-negotiables in the UK. Then check the update track record: payroll rules change every April, and your vendor's speed and communication during statutory changes matter more than any UI.

3. Prefer native integration with your ledger

Payroll that posts journals, pension contributions and HMRC liabilities straight into your accounting software removes a manual step every pay run. If you are on Xero or Sage, start your shortlist inside the same estate before looking afield.

4. Separate payroll needs from HR-wants

Onboarding workflows, performance management and engagement surveys are valuable, but they are a different purchase from accurate pay. Decide whether you need a payroll tool with helpful HR features or an HR platform with payroll attached — the products assemble differently.

5. Model the full per-employee cost

Per-payslip fees, pension module charges, year-end filing fees and support tiers all hide outside headline prices. Build the annual total at your real headcount, including the accountant or bureau fees each option implies, before comparing.

6. Assess support for deadline week

When payroll breaks, it breaks on deadline. Test support responsiveness during the trial, ask specifically about April year-end support capacity, and weigh community and accountant familiarity — the person bailing you out may be your own accountant.
